“PhonPhai” application is a powerful tool for disaster response through which everyone in Thailand can notify a disaster and request for assistance. It also helps the aid agencies and partners to coordinate, allocate resources and deliver relief items efficiently without duplication. During COVID-19 outbreak, PhonPhai has also become a tool to support people at risk and the vulnerable who are affected by the pandemic.

The TRCS is responding to the COVID-19 pandemic through “PhonPhai” to provide assistance to the people in need. This real-time disaster management tool enables users to report locations of people at risk of contracting COVID-19 and those in need of assistance. The PhonPhai App is being used by all 76 Provincial Chapters and 13 Health Stations of TRCS across the country. The original purpose was to allow users to report disasters and emergencies and serve as a tool for disaster response. Now it has been modified to help locate people who need assistance for COVID-19, such as those who are quarantined and cannot go out to buy food or other necessary items or those who are ill or have difficulty in getting out and need assistance. When the app is opened, the user can pin the location of the person requiring assistance and fill up a simple form to provide inputs. Alternatively, when village health volunteers conduct home visits for people in quarantine, they assess their needs and input the details in the PhonPhai. The request is verified and processed by the local Red Cross chapter. Once the processing is completed, special relief kits for COVID-19 are delivered by Makro (a supermarket chain in Thailand) to the destination province within 24 hours (except for the three southernmost provinces which require 48 hours). The special relief kit is for 1 person for 14 days and it consists of: 1) 5kg of rice 2) 30 packs of instant noodle 3) 12 canned fish 4) 2 canned egg with chicken 5) 2 tuna chili paste 6) 12 garbage bags 7) 1 soap 8) 1 shampoo 9) 1 detergent

From 27 March 2020 to 20 May 2021, 241,947 relief kits for COVID-19 (approximate total value of 5 million USD) were requested and processed from 72 provinces using the PhonPai. Please refer to the infographic (in the right column of this page) more for information.
